Horseshoe Bay Police filed illegal dumping charges on six persons thought to be involved in several violations over the past few weeks. While conducting a surveillance operations, HSB patrol officers spotted Douglas Conely, 42, and Ray Franco, 40, both of Marble Falls, dumping a pickup load of brush and leaves into a cul-de-sac in HSB South.
